Implement the UI for guiding riders through BRouter installation and segment file setup.

BRouter enrichment code (tier-2) exists. This phase adds the user-facing onboarding flow.

Scope:

Detect BRouter app installation
Suggest download if not installed
Check segment file coverage for imported routes
Guide user through segment selection
Store BRouter configuration

Related: #64 (tracking), issue #63, #72 (complementary)

✅ PARTIAL_COVERAGE: Some segments missing
